Legislative Negotiation Clinic
CTL and the GU Law Federal Legislation Clinic are thrilled to welcome American University's (AU) Program on Legislative Negotiation (PLN) for a one-day experiential clinic in professional negotiation skills with specific attention to the legislative process. PLN's educational program includes materials designed by Harvard faculty and is taught by professors of negotiation with high level bipartisan experience in both chambers of Congress. This one day legislative negotiation clinic is designed to deliver a dynamic learning atmosphere including expert led lectures, small and large group discussions, and engaging-simulation exercises. This clinic provides students with a unique opportunity to sharpen their negotiation skills in a legislative setting.

About the Facilitators
Professor Bettina Poirier is the Director of American University’s Program on Legislative Negotiation, a joint endeavor of AU’s Washington College of Law (WCL) and the Center for Congressional and Presidential Studies (CCPS) at the School of Public Affairs. She is a Senior Affiliate and Adjunct Professor at WCL and a Fellow at CCPS. Professor Poirier has 15 years of experience as a high-level staffer in the House and Senate.
Over the 10 years she served as Staff Director and Chief Counsel of the US Senate Environment and Public Works (EPW) Committee, she successfully led efforts on behalf of the Chair/Ranking Member to pass 7 major bipartisan bills in an intensely partisan climate, authorizing hundreds of billions of dollars of investments in infrastructure and the environment.She also served as Counsel on the House Energy and Commerce Committee. Her 30-year legal career has been recognized with commendations and awards from the White House, the Department of Justice, the US Forest Service, and Children’s Health Advocates.
Chris Bertram is a Fellow of the Center for Congressional and Presidential Studies and a Co-founder of the Program on Legislative Negotiation at American University. Chris has held senior positions in the United States House of Representatives, United States Senate, and the Executive Branch. Most recently, Chris was the Staff Director for the Committee on Transportation and Infrastructure of the United States House of Representatives.
The Committee’s legislative accomplishments include the enactment of the FAST Act, the longest surface transportation bill in 17 years; the reauthorizations of AMTRAK; the first water resources authorization legislation since 2007; and the development of the most radical Federal Aviation Administration (FAA) bill in almost 60 years. He has served as the Assistant Secretary for Budget and Programs and the Chief Financial Officer for the United States Department of Transportation. He is a founding Partner of B + S Strategies, a Washington, D.C.-based public policy consulting firm
Neil Chatterjee is a Senior Advisor at Hogan Lovells and formerly served as Commissioner and Chairman of the Federal Energy Regulatory Commission (FERC). Neil has extensive experience in the Senate, where he served as an advisor to Sen. Mitch McConnell (R-KY). Over the years, Neil aided in the passage of major energy, highway, and agriculture legislation. He began his career as a staff member on the House Committee on Ways and Means.
